Rules broken in deadly Taser incident

Mr. Dziekanski was tasered at the Vancouver airport while he was waiting for his mother to receive him. The following is a picture of the police officer who shot Mr. Dziekanski with a taser. Dziekanski just arrived from Russia and the only language that he was able to speak was polish. The reason why he came to Canada was to meet his mother, who was actually waiting at another corner of the airport. Unfortunately, Mr. Dziekanski was not able to speak English and that was the only reason he waited at the airport for several hours since he was not able to communicate by asking directions. After waiting at the airport for many hours, Dziekanski started to get nervous because the people that were passing by him were staring him down. Moreover, things started to get worse when people started asking him questions which made him panic since he had no clue what they were talking about. The part of the article that confused me was when he started throwing computer tables in a room, inside the airport. However, thanks God, he didn’t hurt anyone. After this incident, the police officers tried talking to him but there was no use because he had no clue what they were talking about. This was when, the police officers used taser on him to get him to sleep for a while and stay in control. However, who could ever think that, instead of Mr. Dziekanski falling asleep, instead, he died right at the spot. This was because he was not able to bare the pain from the taser. Mr. Pritchard, who was at this incident scene, captured the first video, but the police officers took it from him so they don't get in trouble. At that time, the police officer promised to give the video back but later on they denied it. Finally, they gave the video back after a week when the court got involved. My opinion on this whole controversy is that, the police officers that were involved with this incident should definitely be sent into prison for killing an innocent man. And not only that, they first they killed him and then tried to destroy the evidence by taking it away. I think that they should have waited for someone to talk to him instead of using taser on him right away. Also, they should be asked in the court, who gave them permission to use taser against an immigrant who can’t even speak any English. This relates to the section called “minority language education rights” in the charter of rights, which means that police officers have to tell the victim the reason for the action that is being taken as well as making sure they understood it too. I believe that instead of using a taser, they should have done something nonviolent to calm him down. The Canadian government should provide all the support to Mr. Dziekanski’s family because they have lost a family member because of Vancouver's police officers mistake. Lastly, I think that this should definitely be a lesson to all of the other police officers which is to think about the situation first and than take any action.
The following is a video of the deadly taser accident:
